I'm betting on that he's attemption to sound official and not realizing
that he's sounding officious.  And, since he has power, nobody is going
to point this out, for fear that he isn't merely _sounding_ officious.

The principle is reasonable. The threat is... well, unnecessary. Unless
_we've_ erred recently?

I'm just wondering how we become the sort of group that doesn't have
to schedule a specific room, since that's apparently an option and all.
