I have been using this type of actuator in industry for years.

The FA35 series I never had any luck with. They use plastic gearing and if you 
over torque them, you will take out the main gear.

I have been using the Duff Norton LT-255 series now for 5 or 6 years. I have 
about 150 units in use. Never had one problem.

They run about $125 retail.

The faster an actuator extends is better. The reasoning being this is that the 
retract time will be the same. If you are on approach and have the belly board 
fully extended and you need to do a go around or touch and go then you want the 
board to retract as fast as possible. The actuator I have on my belly board is 
the Van's RV flap actuator. It extends and retracts in 7 seconds. I have 
actually done a takeoff with the board fully extended. It was a very slow climb 
out to say the least but it can be done. I do not suggest you buy the Van's 
actuator because they cost $380.00 now. I think I paid $280.00 for mine back in 
2004. Take a look at this link and do a search on part number:
