Tim,

My OPINION is that the small advantage of flaps over a speed brake
is not worth the extra effort of installation, at least in the "standard"
KR configuration.  

The most basic speed brake I've seen was on a Dragonfly.  It was 
hinged at the rear and had a rope with a T handle attached on the
front edge.  The rope was knotted at several points and pulled 
through a bracket with a hole that was slotted.  The rope was pulled
out of the slot, the brake let down to the desired angle and the 
rope was pulled back into the slot with the knot holding it at
that angle.  I don't know what air loads there were on the rope
but the builder claimed it worked just fine.  I would advise extreme
caution on airspeed when first testing a system like that.  Other
front hinged systems would still be easier to install then cutting
out and installing flaps, IN MY OPINION.
