Lee,
1) There are a lot of non balanced KR's flying but they generally are those
which fly slow. If your KR is going to be in the upper speed realm (150 +),
I would definitely counterbalance the elevator. It is a fairly simple
modification to add tips to the elevator to house the weights. Flutter is a
killer.....why take the chance.

2) Since you have cut through the vertical spar, don't sweat it, splice it.
I made the mistake of glassing in my vertical before the elevator was built
and installed and I thought I was going to have to do the same. I would not
try and remove the existing spar. It would be very difficult to get to the
bulkhead area to do so. I would simply make a second spar and laminate
(T-88) it to the forward side of the cut spar. This should get you out of
the woods and you will have a strong vertical spar.

3) The builder of your plane should have left the mount nuts accessible.
However since he did not, they may be floxed in place where the bolts may be
removed. Why do you need to remove them?

PS: Langford...I can not believe you gave up the "Glory". Hallelujah
Brother!!!!

1.. I am in the process of rebuilding the elevator and rudder. I have
noticed several e-mails about elevator counter balances. My KR did not have
a counter balance, is it all that necessary? On that same topic, I have
noticed some people have extended the elevator outward and forward creating
a counter balance. Would that be the easiest thing to do in my case?
2.. In the process of removing the elevator I cut though the rear support
for the fin, against your advice, I regret to say, I will listen next time.
Rather than trying to splice it back in would it be better to remove the old
one and replace it with a new one. My concern about this is its attachment
of the support to the lower portion of the fuselage. If all of the old
support can be removed I should have a clean area for glue to attach the new
support. What do you think?
3.. Another concern it being able to get to the top 2 bolts for the motor
mounts. The back nuts on the mounts are in a void behind the fuselage that
you can't get to from the bottom or the top. There are sealed in that area
by the wood support on the bottom, and a piece of wood on the top that the
front deck rests on. Not to mention the header tank being in the middle of
every thing. ????

I would appreciate any help in these matters. My goal is to get this thing
in the air by January, April at the latest.

Thank you
