The Homebuilt Bible is actually Publication AFS-600 which many have had
trouble finding. It is a collection of the AC publications that are used by
homebuilders and the FAA alike to build and evaluate experimental aircraft.
The specific AC’s can be downloaded from AOPA, EAA, or the FAA sites:

Products

These are all bound together into a book that I received at Sun n Fun some
years ago from the FAA FSDO there. It should be available at your local
FSDO, but can also be downloaded in its parts if you don’t want to wait. I
think someone searched before for it as a total publication but was unable
to find it.
