That little screw is to adjust the zero. The instrument works by measuring 
air flow through a small orifice to/from one chamber that is otherwise 
sealed to another that is open to the atmosphere. A pressure differential is 
created between the chambers as you climb or descend that causes the air to 
flow until the chambers equalise. Yes, it should return to zero after a 
short time with your finger on the port provided you don't vary the pinkie 
pressure.
