Speaking as a Professional Engineer, your only safe course of action is to replace the spar. I do not believe that you could ever make a satisfactory repair. When the bracket failed, all of the load was transferred to the remaining bolts which split the wood. The bracket failed because of inadequate design or faulty construction.
