Never saw that in a VW Manual.  Just for kicks, I Googled "VW Timing", and
found this among many others....

Twist the distributor body to set the timing.  I usually set it somewhere
between 30 - 32 degrees BTDC (but no more than 32 degrees).

Use 25 or 28 depending on your Mag.  You don't "Tweak" it, that is just what
it is, unless you change the cam, and I believe that most if not all VW
conversions, use the stock cam.
