Sure it does.  It stuffs more air (and therefore fuel) into the combustion 
chamber and therefore delivers more power, regardless of rpm.  A turbo can 
boost hp by a substantial percentage, that's not something I'd want to do to 
an engine that I wanted to last a long time though.  It's a tradeoff like 
most others...can't get something for nothing.  Folks ask me why I don't 
have a turbo on my Corvair, and my answer is "because if I had it I'd run it 
wide open all the time and the engine wouldn't last nearly as long", due to 
stuff like much larger and many more  "destructive magnitude" bending 
moments on the crankshaft, for example.  Heat dissipation would be an issue 
on full power climbout or at low speeds, but up high that probably wouldn't 
be the issue that would kill it.

Having said that, our three family cars are turbocharged.  They have proven 
to be very powerful and very reliable, and I love driving them all, so the 
bottom line is do what you like.  Revmaster's been selling turbos for many 
years, and apparently they work quite well.  Others with actual turbo 
experience are welcome to chime in...
