It is not the top speed that is important, but the speed for maximum CONTINUOUS power. The people who have the 3300 Jabiru powered Sonexes, which can easily exceed the 120 kt limit, (138 mph), had a solution from Jabiru. It is a placard that says that the engine cannot be operated continuously for a set period of time over a designated rpm. Of course, that rpm keeps the plane under 120 knots. The stall speed of 45 knots (51 mph) is a no-flap speed. The only exception to fixed gear is for amphibians. The only exception to the gross weight limit of 1,320 lbs (in essence 600 kg). is 1,430 lbs for seaplanes. Ground adjustable props are allowed, but not in-flight adjustable.
