No, it doesn't.  There are plenty of one off designs flying in Australia.
An aircraft must have a data plate to be registered, and it's illegal to
fly an unregistered aircraft (unless the regulator has granted explicit
approval), but the data on the data plate (serial no, model designation,
etc.) are largely up to the builder.

I've never heard that flight without insurance is illegal in Oz either.
Ill advised perhaps, but not illegal.
