Is the primer plumbed correctly, i.e., when you pull out on the primer does it fill with fuel?  Cut the system in half to troubleshoot.  It has to get fuel before it can dispense fuel.  It sounds like you expect fuel to be at the primer inlet from gravity when you pull out the plunger.  Remove that connection and verify. If not, work backwards.  That system is a basic system like a series circuit in electronics.  If it is not working at some point work backwards till you find where it is working then identify and fix the problem.

This is all a "guess" on my part.
