Yes, I've requested that all development teams that open source their 
source codes to OS.o also deliver message files that are generated from 
the code to G11n [1]. We run those files (generally provided to G11n in 
a pkg called SUNW0) through a translation database and open source those 
-partially translated- files in the G11n Download Center:

[1] This has been done internally so far, but I wonder if the teams 
should post SUNW0 pkgs in their own download sites and simply point them 
to us using i18n alias or their mailing aliases, from which we can take 
on and open source translated files.
