It's me.  I think it's unlikely that we'd ship a sfio-enabled perl - it 
isn't the default configuration and I try to avoid deviating from the 
norm.  However I wouldn't rule out the possibility entirely.  Also, 
other stuff is sfio-capable, so it probably makes sense to ship sfio as 
a separate library in any case.
