Yes, it looks like it does expand ! anywhere on the command line.
I did experiment with \! and '!' and it did not help.
The only way to make the script work on Solaris 10 was to change
if test ! -d somedir
then
doit
fi
to
if test -d somedir
then
:
else
doit
fi
