Having time to look into this a bit further, it seems actually to be a bug. The extras-repository has been given up for releases > 15.04 in favour of the packages "restricted extras-*buntu" To my rememberance on installation of Wily-Kubuntu this repository was not marked as active as a standard, even though it's listed. So this probably needed some action from the user.
Then this is no bug - but a help-inquiry. whereas Launchpad-bugs is not a sufficient place to go for it.
