How do they do it on the existing system?

You can go to 4 digits with the Panasonic. But the first floor would
have to start with something other than 0.
In the US, a lot of hotels use a 7 as the first digit if the room
number is going to be 3 digits, then the full number if it is more
than 1000.
If there are 10 rooms per floor, that would be 7101-7109 through
7901-7910 for the first 9 floors, then 1001-1009 to 2901-2910 for the
rest.

I don't know of any way a system could tell that they dialed only 3
digits instead of 4, i.e. how could a system tell the difference
between 101 and 1010.  (And you can't start with 0)

You just have to make sure the voicemail also gets converted to 4 digits.
