Joseph, Have you checked for any hacking into your voicemail system?
The hackers typically would access a mailbox (or create one) that has notification capability, then they program in their own numbers (most incidents were from the Philippines). Then they leave a dummy message in the box and the box tries to call out to deliver the message to the programmed number. This can tie up lines as you described. It could also happen by accident if someone tried to turn on their notification settings but didn't do it right. Let me know if you need help to know what to look for. First is to log in and look at the mailboxes through the utility menu, to see if any have TEL notification turned on, and should they? In the utility table you can also see if there are any odd mailbox numbers. I had a system where the hackers created a mailbox 436, which was nowhere near the number of the real mailboxes.
