I am a certified Lucent 5ESS tech and have never heard of any lowering or
raising a layer. I do know of two types of ISDN which the one you would most
likely use is National. The other one is Custom and I know for a fact you
don't have that one. Maybe your terms are different from mine, just what is
this low or high supposed to do? Brad 40+ years Telco, 20+ digital network.

depending on the type of exchange the ISDN was coming from.
