Not all languages are included into LibO_3.3.0rc4_Win_x86_install_multi.exe. Welsh is in LibO_3.3.0rc4_Win_x86_install_all_lang.exe. Did you istall LibO_3.3.0rc4_Win_x86_install_all_lang.exe? Did you select Welsh language pack at install? I installed LibO_3.3.0rc4_Win_x86_install_all_lang.exe and found Welsh translation in it.
