Also, on the download page there should be a warning for users that are offered a non-English download for Windows - that online help in non-English languages does not work (yet) and that if they want the help system in the language of their UI choice they *must* download the additional help pack.
When online wiki help topic will open in the language of LO UI, then this warning will be obsolete. Hopefully that will happen with 3.3.1. I already added this warning to the Slovenian download page.
