The list of changes is generated from the git commit logs. The bug #37488 started to work accidentally. There was no commit associated with it. I am afraid that the list newer will be 100% because people sometimes forget to mention bug numbers in commit messages. I guess that we do not want to force bug number in every trivial commit.
