Furthermore, that's why I emphasized the need to be able to opt out of the scriptable change: some locales might need different case-by-case handling than others. But even your example is still easily scriptable, you just need three (or maybe four) variations of the same script: one for most locales, one for Lao, one for Mongolian and one for Japanese (or perhaps all CJK locales).
