No we have general spanish guidelines and are as standard as we can. I think is a better job than trying to break down into different coloquialisms which exist not just between countries but also within the same country.
What we support is the dictionaries and wordbooks, this is where the localization happen. There is a group that work on these dictionaries. https://forja.rediris.es/projects/rla-es/ >From my point of view, unless a language becomes impossible to make sense or understand, then it needs to be changed, otherwise I think is non-critical and users can adapt with ease. Also a big issue of changing the UI to different regionalizations is because we 'break' documentation. Which has always been a dragging issue not just for spanish community but for open source in general. Lack of documentation is an issue as a hole, to also undertake a fragmentation of it in order to support certain differences.
