That is because translators are "no developers," so they were not invited to partake in the creation of the very architecture of the software. The outcome of this painful omission (a result of omniscient "programmercentrism") is such that we have an advanced package of software with thoroughly retarded means of editing its linguistic layer - a TV set in a Flintstones cave, so to speak.
