Not really: it means the scheduler is not a blocking issue. If anything in Coyotos is good for Hurd-NG but the scheduler, let's write or take another one and use it. That's not like if we disliked the use of FCRB in communication. We couldn't drop them and write a replacement, while keeping the rest of Coyotos.
