*Hitachi, GE Submit Plan to Dismantle Fukushima Nuclear Plant
<http://www.bloomberg.com/news/2011-04-13/hitachi-ge-file-proposal-to-scrap-fukushima-dai-ichi-plant.html>*12

Apr 2011 Hitachi Ltd. and General Electric Co. submitted a plan to
dismantle the crippled Fukushima Dai-Ichi plant they helped build as
Japanese engineers battle to contain the worst nuclear crisis since
Chernobyl. The proposal, which also involves Exelon Corp. and Bechtel
Corp., was submitted April 8, said Yuichi Izumisawa, a Tokyo-based
spokesman at Hitachi, Japan’s second-largest maker of nuclear reactors.
The Hitachi-led proposal will vie against plans from groups led by
Toshiba Corp. and Areva SA as Tokyo Electric Power Co. begins preparing
to clean up a nuclear disaster that’s led to the evacuation of hundreds
of thousands of inhabitants.

Apr 2011 Tokyo Electric Power Co. wants the government to hasten
approvals for the restart of a reactor shut by an earthquake in 2007 as
Japan grapples with power shortages after last month’s disaster. Three
of seven reactors at the Kashiwazaki Kariwa station remain closed while
the utility known as Tepco carries out work to strengthen their
resistance to earthquakes. Reinforcement work could continue at two of
the units, while a third is restarted, Tepco President Masataka Shimizu
said yesterday.

needed before people made homeless are allowed into shelters --Thousands
suspected of contamination told 'don't come near'* 13 Apr 2011 An
eight-year-old girl is among scores of people refused medical help or
shelter in Japan because of fears they could be contaminated by
radiation and could pass it on to others. People who have been made
homeless as a result of the leakage of radiation at the Fukushima
nuclear plant, 135 miles north of Tokyo, have to be screened and then
given an 'all clear' certificate. If they do not have a certificate,
they are being told they cannot be allowed into evacuation centres amid
fears that they might be a 'hibakusha' - a person contaminated by
radiation. The ban is a reminder of the discrimination suffered by
irradiated survivors of the atomic bombings at Hiroshima and Nagasaki.

Apr 2011 Japanese officials admitted today that the spread of radiation
from its crippled nuclear plant was out of control and that the
government had raised the crisis level to the worst on the international
scale. With radioactive substances pouring out over what the government
said was a 'wide area' the crisis level had been raised from 5 to 7,
posing a threat to human health and the environment. Level 7 has only
been applied to the Chernobyl accident in the former Soviet Union in 1986.

Apr 2011 Japan yesterday upgraded the severity rating of the Fukushima
nuclear crisis to the same maximum level as the 1986 Chernobyl disaster
in the former Soviet Union. News of the re-rating of the nuclear crisis
came as northern Japan was battered by another series of strong
aftershocks shaking buildings and temporarily stopping trains. Japan's
Nuclear and Industrial Safety Agency announced yesterday it had upgraded
the crisis at the Fukushima Daiichi plant from a level 5 to a level 7 on
the international INES scale - the highest possible level.

Apr 2011 The Nuclear Regulatory Commission will investigate an incident
at a Nebraska nuclear plant in which three workers were accidentally
exposed to radiation, it said in a statement Monday. The incident
occurred April 3, when workers at the Cooper Nuclear Station near
Brownville, Nebraska, "removed a long tube contaminated with highly
radioactive material through the bottom of the reactor vessel, rather
than through the top as is usually done, triggering radiation alarms."

has floated the idea of employing private security firms in Libya to
help bolster revolutionary forces fighting the government of Muammar
Qaddafi [to steal Libya's oil]. Defense experts and military officials
raised the idea after high-ranking NATO officials including Secretary
General Andres Fogh Rasmussen admitted that "there is no military
solution to the conflict in Libya," and that the crisis should be
settled through politics.

Dabbagh added.

rounds against prisoners at the US prison facility Camp Bucca located in
Iraq. The Iraqi detainees were protesting the American troops'
desecration of Islam's holy book, the Qur'an. Four prisoners were shot

that is an "embarrassment" for Washington. "I do not understand the

President Obama called for cutting the nation’s budget deficits by $4
trillion over the next 12 years on Wednesday, countering Republican
budget plans with what he said was a more balanced approach that relies
in part on tax increases for the wealthy as well as on spending cuts. In
a 43-minute speech that serves as the administration’s opening bid for
negotiations over the nation’s fiscal future, Mr. Obama conceded a need
to cut spending, rein in the growth of entitlement programs and close
tax loopholes. [*'Obama Urges Cuts and Taxes on the Rich' --until he

trillion in cumulative deficits within 12 years with $3 in spending cuts
and interest savings for every $1 in tax increases, according to two
