Communique from the Refoundational Space on the Cartagena

We, the Refoundational Space, an alliance of social and political
organizations united with the aim of rescuing the authentically democratic
and revolutionary character of the FNRP to reach the objective of building a
new Honduras, have followed closely the developments of recent events at the
international and national level, in particular the meeting in Cartagena de
Indias, Colombia, between presidents Hugo Chávez and Juan Manuel Santos,
with Mr. Porfirio Lobo Sosa, and the subsequent meeting in Caracas,
Venezuela, between President Hugo Chávez and a group of FNRP leaders. Facing
those events, the organizations that make up the Refoundational Space of the
FNRP declare the following:

*FIRST*: The National Coordinating Committee of the Front, elected at the
Intermediate Assembly of the FNRP last March 9th, is the body charged with
the task of understanding, making decisions, orienting and coordinating the
work of the FNRP, and is obligated to follow the strategies approved by the
members of base in their respective assemblies and to call for the
involvement of the base if the need to introduce changes in the course of
political action of the Nation in Resistance arises.

As such, we watched with surprise and concern as a small group of leaders
and members of the Front, led by our General Coordinator, Manuel Zelaya
Rosales, the Sub Coordinador, Juan Barahona, and three other
*compañeros*not on the coordinating committee, Gilberto Ríos, Enrique
Flores Lanza and
Rodolfo Padilla Sunceri, participated in a meeting with the President of the
Bolivarian Republic of Venezuela, *compañero* Hugo Chávez Frías, on April
16th of this year, without having previously informed and consulted the
National Coordinating Committee.

Through the press conference following this meeting, we found out about the
acceptance and public support that *compañeros* Manuel Zelaya and Juan
Barahona gave, in the name of the FNRP, for Hugo Chavez to mediate in the
Honduran conflict following the proposal of the right-wing Colombian
government, headed by Juan Manuel Santos. But we also found out about four
proposals that seriously compromise some of the most important decisions
adopted by the National Assembly “Campesinos Mártires del Aguan” and which,
in the name of the Front, were brought to the table as part of the
negotiations. We do not understand why they did not take the opportunity to
inform and consult [the base] about this trip and its objectives in the
regular [FNRP] meeting scheduled for Saturday, April 16. Instead, that
meeting was arbitrarily canceled by the subcoordinator to maintain his trip
and its purpose secret.

*SECOND*: In the FNRP assemblies in February and March, the intensification
of the forms of struggle against the murderous successor regime to the coup
d'etat of June 2009, a course of action proposed by the popular
organizations, was agreed to. This strategy corresponds to the need to seek
democratic and revolutionary solutions to the problems of the nation, given
that it would be impossible to find a favorable solution for the nation in
general from within the rotten structures of the bourgeois regime. We are
surprised that now, following the Cartagena-Caracas "agreement," the *
compañeros* should appear promoting a proposal for "reconciliation" and
negotiation with the *golpismo* in the government, totally opposed to the
course laid out by the base groups in their different assemblies.

The Honduran crisis cannot be resolved with signatures on accords, and less
so when what these do is embolden the repressive regime economically and
diplomatically, since in the current case the objective is to clear the path
for the reintegration of the government of Honduras into the OAS and to
provide it economic resources through the Petrocaribe initiative that, in
the hands of the dictatorship, will only be used against the nation
organized in resistance.

*THIRD*: The central points of the Cartagena-Caracas accord, to date, have
been given a very un-transparent treatment by the sector of the leadership
committee of the FNRP that has manipulated information, maintaining in
secret the documents of the accord, and has steadfastly refused to account
for its actions to the full coordinating committee. The only thing that the
Coordinator and the Sub-coordinator of the FNRP have made public are the
following four points:

   1. A National Constituent Assembly convened by the structures of the
   oligarchy in crisis, that is to say a derivative constituent assembly that
   would almost certainly lead to a mere constitutional reform. With this they
   ignore the mandate from the assemblies for an original and popular
   constituent assembly convened from within to build an entirely new
   constitution that clears the path for the transformation of Honduran
   society.
   2. The return of the exiles, including the General Coordinator, without
   any concrete evidence that his life and legal segurity will be guaranteed,
   since the factors generating insecurity and impunity in the country, in
   particular a murderous papmilitary apparatus and a system of "justice" that
   at any moment can resume the cases against him.
   3. Respect for human rights, which will continue to be nothing more than
   ink on paper as long as the paramilitary structures—created by the regime to
   terrorize the organized nation—and the Supreme Court, primary source of *
   golpista* strategy and guarantor of impunity for the criminals in power,
   are not disbanded.
   4. The recognition of the National Front of Popular Resistance as a
   militant and political force, to participate in elections, contrary to the
   mandate of numerous national assemblies that made clear that the FNRP cannot
   be converted into a partisan instrument and that its participation in the
   electoral process may not be considered until four conditions that to date
   have not come to pass, be fulfilled: The auto-convening of a National
   Constitutent Assembly, the safe return of President Zelaya to the country
   and the replacement of the Supreme Electoral Tribunal and its Electoral Law

Given the above, the Refoundational Space considers it urgent, obligatory
and necessary that the national Sub-coordinator of the FNRP convene an
extraordinary National Assembly to give account for his actions and provide
explanations so that we may know the reach of the Cartagena Caracas accord
and the text of the draft document that the mediators plan to bring to the
OAS, with the aim of putting into practice the democratic, inclusive,
participatory and revolutionary character that the FNRP should have with the
base organizations: a National Assembly, an intermediate assembly, with all
the members of the National Coordinating Committee and with the entire
national movement of popular resistance.

Comunicado Espacio Refundacional sobre reunión en Cartagena

El Espacio Refundacional, alianza de organizaciones sociales y políticas
unidas por el propósito de rescatar el carácter auténticamente democrático y
revolucionario del FNRP para alcanzar el objetivo de construir una Honduras
nueva, hemos seguido atentamente el desarrollo de los últimos
acontecimientos, surgidos a nivel internacional y nacional, en especial la
reunión en Cartagena de Indias, Colombia, entre los presidentes Hugo Chávez
y Juan Manuel Santos con el señor Porfirio Lobo Sosa, así como el posterior
encuentro en Caracas, Venezuela, entre el Presidente Hugo Chávez y un grupo
de dirigentes del FNRP. Frente a esos acontecimientos, las organizaciones
que componemos el Espacio Refundacional del FNRP manifestamos lo siguiente:

*PRIMERO*: La Coordinación Nacional del Frente, electa en el marco de la
Asamblea Intermedia del FNRP el 9 de marzo recién pasado, es la instancia
definida para conocer, decidir, orientar y coordinar el trabajo del FNRP,
está obligada a cumplir las estrategias aprobadas por la base en las
asambleas respectivas y a convocar a las instancias de base si aparece la
necesidad de introducir cambios en la línea de acción política del Pueblo en
Resistencia.

Por ello, con extrañeza y preocupación hemos observado como un grupo de
dirigentes y miembros del Frente, encabezados por nuestro Coordinador
General, Manuel Zelaya Rosales, el Sub Coordinador, Juan Barahona, y otros
tres compañeros no directivos como Gilberto Ríos, Enrique Flores Lanza y
Rodolfo Padilla Sunceri, participaron en una reunión con el Presidente de la
República Bolivariana de Venezuela, compañero Hugo Chávez Frías, el 16 de
abril del corriente año, sin haber previamente informado y consultado a la
Coordinación Nacional.

Por la conferencia de prensa posterior a esa reunión, supimos de la
aceptación y respaldo público que los compañeros Manuel Zelaya y Juan
Barahona en nombre del FNRP, dieron al presidente Hugo Chávez para que
mediara en el conflicto hondureño a través de la propuesta hecha por el
Gobierno derechista de Colombia, que encabeza, Juan Manuel Santos. Pero
además conocimos cuatro propuestas que comprometen seriamente algunas de las
más importantes decisiones adoptadas por la Asamblea Nacional “Campesinos
Mártires del Aguan” y que, en nombre del Frente fueron entregadas para
formar parte de las negociaciones. No entendemos por qué se desaprovechó la
oportunidad de informar y consultar sobre este viaje y sus objetivos en la
reunión ordinaria programada para el sábado 16 de abril. Por el contrario la
misma fue cancelada arbitrariamente por parte del subcoordinador para
mantener en secreto el viaje y su propósito.

*SEGUNDO*: En las asambleas del FNRP de febrero y marzo se planteó, como una
línea de acción desde las organizaciones populares, la intensificación en
las formas de lucha en contra del régimen asesino sucedáneo del golpe de
Estado de Junio del 2009. Dicha línea corresponde a la necesidad de buscar
soluciones democráticas y revolucionarias para las problemática nacional,
que no podrá encontrar solución favorable al pueblo en general desde las
estructuras viciadas del régimen burgués. Nos sorprende que ahora, luego del
“acuerdo” Cartagena-Caracas, los compañeros aparezcan avalando una propuesta
de “reconciliación” y negociación con el golpismo en el gobierno, totalmente
opuesto a lo definido por las bases en las distintas asambleas.

La crisis hondureña no puede resolverse con firmas de acuerdos, menos cuando
lo que hacen es oxigenar al régimen opresor en lo económico y en lo
diplomático, pues en el caso que nos ocupa se busca allanar el camino para
la reincorporación del gobierno de Honduras a la OEA y proporcionarle
recursos económicos a través de la iniciativa Petrocaribe que, en manos de
la dictadura, solo serán usados en contra del pueblo organizado.

*TERCERO*: Los puntos del acuerdo Cartagena-Caracas, hasta la fecha, han
sido objeto de un tratamiento muy poco transparente por parte del sector de
la conducción del FNRP que manipula la información, manteniendo en secreto
los documentos del acuerdo, y que se ha encaprichado en no rendir cuentas
ante las instancias de conducción de sus ejecutorias. Lo único que se ha
hecho trascender públicamente por parte del Coordinador y Sub Coordinador
del FNRP son los siguientes cuatro puntos:

   1. La Asamblea Nacional Constituyente convocada desde las estructuras en
   crisis de la oligarquía, es decir una constituyente derivada que casi seguro
   nos conduciría a una simple reforma constitucional. Con ello se desconoce el
   mandado de las asambleas por su Auto convocatoria a una constituyente
   originaria y popular para construir una nueva Constitución que allane el
   camino para la transformación de la sociedad hondureña.
   2. El retorno de los exiliados, incluido el retorno del Coordinador
   general, sin ninguna evidencia concreta para garantizar su vida y seguridad
   jurídica, pues continúan los factores que generan inseguridad e impunidad en
   el país, en especial un aparato paramilitar asesino y un sistema de
   “justicia” que en cualquier momento puede reanudar los procesos en su
   contra.
   3. El respeto a los derechos humanos, que seguirán siendo papel mojado,
   mientras no se cambien las estructuras paramilitares, montadas por el
   régimen para aterrorizar a la población organizada, ni a la Corte Suprema de
   Justicia, punta de lanza de la estrategia golpista y garante de la impunidad
   de los criminales encarnados en el poder.
   4. El Reconocimiento del Frente Nacional de Resistencia Popular como
   fuerza beligerante y política para participar en elecciones contrario al
   mandato de diversas asambleas nacionales que dejaron claro que el FNRP no
   puede ser convertido en un instrumento partidario y que no puede plantearse
   su participación en un proceso electoral, mientras no se cumplan cuatro
   condiciones que hasta la fecha no se han cumplido: la Auto Convocatoria a
   una Constituyente, el retorno seguro del Presidente Zelaya al país y el
   cambio del Tribunal Supremo Electoral y su Ley Electoral.

En vista de lo anterior, el Espacio Refundacional considera urgente,
obligatorio y necesario que el Sub coordinador nacional del FNRP convoque a
una Asamblea Nacional extraordinaria para que rinda cuentas de sus actos y
brinde explicaciones para conocer los alcances del acuerdo Cartagena Caracas
y el texto del documento borrador que los mediadores pretenden girar a la
OEA, a fin de practicar el carácter democrático, incluyente, participativo y
revolucionario que el FNRP debe tener para con las instancias de base:
Asamblea nacional, Asamblea intermedia, todas y todos los integrantes de la
Coordinación Nacional y en general con todo el movimiento nacional de
resistencia popular.
