The user notice is not "mandatory" in the sense you were thinking. The BIS notification by the ASF is mandatory. The warning is for the benefit of our poor downstream users who don't realize they are handling crypto code, and might accidentally send it off to a colleague in an embargoed country, or unknowingly use it in violation of the laws of their country (yes, this is still true in some places). It belongs in README and also anywhere such as a download page where users can be expected to look first as they obtain it. This notice is for their own protection, not ours.
