Both of those are already in SVN.
 ]$ cd /www/labs.apache.org
 ]$ svn info penihip
https://svn.apache.org/repos/asf/labs/penihip/trunk/docs

Similarly for "webarch".

As you noticed, they do not have directories in the
top-level labs/site SVN. Would someone please advise how
that should be handled.
