I think the following would do:
cd /www/labs.apache.org
svn up
(and wait a couple of hours)

I tried to do it, but I got a 'Permission denied'. If you could please add me to the labs group I'd be in a better position to help.

AFAIK, there's no cron setup - someone needs to logon to people.a.o
and svn up.  If no one beats me to it, I'll try to remember to do it
tonight.

This is hopefully very temporary as we'll soon be transitioning[1] to
the CMS for the site which will allow easier editing and publishing...
