Bev, I had one of those from PayPal. It did not look right. I went to my account and all was well...nothing about suspending the account. So I called PayPal, a very nice young man looked at the account, too, we checked my last purchase...all was well. He recommended that I change to another CC and change my password.
I did all this and no trouble ensued on any front. There is something you can do if you have already filled out a form in a fake window, thinking it was real (this is also in the help topics).
