It sounds like the base is not really strong. OK -- ignore it. Use it as a general support. Get a piece of wide elastic and make a 'belt' that encircles all the blocks. Make it firm elastic and it will hold the blocks together. Yet, you can still stretch it or remove it to rearrange blocks when needed, then put it back in place.
