Without being able to touch it or smell it, I am going to guess linen from the slight hairiness visible in the closeups. A cotton thread that was strong enough to use for lace would probably have been mercerized and gassed to burn off that hairiness.

My other clue is that in the photos, it does not look like this is a plied thread, like the 3-cord or 6-cord cotton we so often use for tatting. I don't think the shorter fibers of cotton would be strong enough to spin up as a single and still use to make lace.

From looks along, I vote linen, whatever that's worth. But I am handicapped by not being able to touch it!
