I'm not sure if this was the actual reason but there are cases where this behavior is desirable. If a user intends an @ post to be conversational but doesn't use the reply button (web UI) or their posting method doesn't set the 'in_reply_to_status_id' parameter (posting by email etc) then assuming the @ reply is in response to the recipient's last post is desirable.

Whether that is the best design decision is debatable but I just thought I'd throw out the counter argument.

This is a well-known behavior which is not limited to remote profiles. I don‘t 
like it either, but
got the impression it‘s really intended.
