Neither. Merely stating that, if you have NULL, the possibility of tristate 
logic is there. Whether you want to have it or not is another question 
entirely, but one that can be asked now that NULL's around.

Personally I can't decide whether I like tristate or not. It's nice in some 
ways, and darned annoying in others. ("Whaddya mean NULL != NULL? That 
makes no sense!" :)
