My preference would be:

* when using English without specifying British or American English,
  then all spellings should be allowed. For example, both "center" and
  "centre" would be allowed.
* When specifying British English, then only "centre" is allowed
* When specifying American English, then only "center" is allowed.

And New Zealand, etc. That's a lot,  unless it would be combined
in the same dictionary since >99% of the words are identical.
