I added the following lines to /etc/system and rebooted:

*       debug of pcser
set pcser:pcser_debug=0xffffffff
*       end of pcser stuff

I get the following in /var/adm/messages:

Do I need some different (debug perhaps) version of pcser?

Or should I be using a later version of Nevada?  (I tried 28 on the
older A21p but it doesn't shut down correctly with that).
