The idea of adding months and months of skew to shipit scares the heepies out of me.
Thank you for proposing a good stopgap to control shipit dependencies and their refactoring interactions. Context for my being scared: we're getting rid of "releases". So if we stop rolling out shipit, we'll not *ever* roll it out, and when we do eventually refactor a table it needs, we'll be boned.
