Well, we could say that for a branch to get promoted from devel to stable only one vote counts: the Hardy builder vote. We can still run the lucid builders, just keep them from committing changes to PQM. (Disclaimer: I can't recall the specifics at this moment, but I think the system is already set up this way: code only passes from devel -> lucid_lp -> stable.
