What it mean is that you when you create an object (in this case a numeric control) that partially sit on top of something (While loop, for loop, case .....) it is a floating object - recognizable by a large black drop shadow under the object -. To "unfloat" the object just move it around until the drop shadow disapear (so LV can figure out who own the object).
