I suspect it is still possible, it is just a different set of files. 
And that is why NI recommends using the RTE installer, because as it 
changes, your installer will have to mimic the RTE installer.  Perhaps 
the MSI stuff will one day make this simpler, but until then, you can 
just adapt your installer with each new release.  I'll try to ask around 
when I get to work, or you can experiment to see what else the VI needs. 
  If it is a dependent DLL, it should ask for it in a dialog.

You mention it doesn't work, but don't explain what problem you see? 
What dialogs or errors do you get?
