There won't be any exact Delphi like implementation, because like with
interfaces it isn't documented _when exactly_ the reference count is
decreased.
It is decreased whenever a reference expires. Where do you see chances
for a different implementation?
It's mostly related to temporary variables. See the old discussions
about interfaces.
