Florian beat me to it...

sqldb is the standard mechanism distributed with FPC. It offers 
a unified interface to several RDBMS: Mysql,PostGres, Interbase, Firebird,
Oracle and anything ODBC supports...

If it pre-supposes DBExpress, then it won't be portable.
SQLDB is like DBexpress in architecture, but is not really the same.
