Those are commercial products, plus not opensource. Borland Turbo Delphi for .NET Explorer is free, but only for personal use I think (maybe also free for free/opensource projects? Not sure) and Chrome's command-line compiler is only free to use (the VS.net IDE plugin is commercial)

If you target .NET you have much of that stuff ready (for that target at least), e.g. .NET Compact Framework for WinCE/PocketPC

As for Unicode support it should mostly be an FPC concern, not a Lazarus one I think (do you mean the GUI libs?)

You should compare Visual Studio.net IDE and maybe WinForms against Lazarus (Lazarus is an IDE and also GUI libs, isn't it?), not .NET against Lazarus (you can't even compare .NET against FPC, only C# or VB.net against FPC etc.). You should compare Win32 and other OS APIs (together with which APIs come with Lazarus with .NET Runtime's APIs and all the APIs it can use automatically [e.g COM and COM+ APIs and any .NET assembly/library])
