There are specific TLS settings that are different, yes, for each of these things.

/etc/ldap.conf --> pam_ldap and nss_ldap configuration
/etc/openldap/ldap.conf --> OpenLDAP Client tools configuration
/etc/openldap/slapd.conf --> OpenLDAP Server (slapd) configuration

For the first one:
If you have man pages installed --
man pam_ldap
man nss_ldap

alternately:

For the second:
man ldap.conf
