Make sure that the drd smf service is running in the guest domains. DR is the ability to add or remove devices dynamically without a reboot. If the guest does not support it, it has to be rebooted for the chance to take affect. Delayed just means that there is a DR operation waiting for a guest to reboot for it to take place. When that happens, you any additional DR operations are delayed until the one in the queue has completed.
