If the control/service domain is the sole exporter of virtual disk or networking devices to a guest, then there would be an impact - by default, the I/O would pause until the reboot completed. However LDoms can be configured so that there is redundancy - it is known as "Split PCI" and is documented in the Admin and Beginner Guides.
