It depends on you, but it general you need to trust your user (a.k.a.
trust-based licensing, as Trevor mentioned).
For example, when it comes to MSSQL standard, MS treat virtual CPU the
same way they treat physical CPU. But when you use MSSQL enterprise,
you only need to buy license for the physical CPUs, no matter how many
virtual CPUs you have. It's implemented as legal limitation, not
technical limitation.
