In most cases, DR operations are instantiated by the administrator(*), so you 
should implicitly know whether any are in progress.

(*) There are two exceptions to this: power management (PM) and distributed 
resource management (DRM).  Both these features need to be explicitly enabled, 
but if so, they could be triggering DR operations autonomously.  If you really 
need to restart drd, I would recommend disabling PM & DRM first.
