In most cases, DR operations are instantiated by the administrator(*), so you should implicitly know whether any are in progress.
-Eric (*) There are two exceptions to this: power management (PM) and distributed resource management (DRM). Both these features need to be explicitly enabled, but if so, they could be triggering DR operations autonomously.
